Cooperation, or working together is always better than forcing someone to do what you want them to do. That's why corruption works better than torture for all corruption is voluntary. Bribing someone by giving them money is tried and true tradecraft among lobbyist and has been found to works remarkably well with many politicians. Torture on the other hand is seldom used by lobbyist because it is neither voluntary nor cooperative but a test of wills. Sure one may eventually be able to force another to submit to your will but you're never sure if they are telling the truth or lying because deep down they do not want to comply to your demand. Corruption is a process of appealing to another persons self interests. If the corruption is successful the target will do want you want because they see a benefit in it for themselves.
